Quoted: Kaine Comes Out Against Driver Fees

Virginia Gov. Tim Kaine speaking during Wednesday's State of the Commonwealth address in Richmond before the General Assembly, which convened for its 2008 session.

As The Post's Tim Craig and Anita Kumar report, the governor has been under pressure to repeal Virginia's unpopular and hefty administrative fees, which are added on top of judicial fines for a variety of driving abuses. The fines, which went into effect in July, have been criticized for not improving driver safety or raising revenue, as had been intended.
